Returning several measures to the Senate.

(This measure has not been amended since it was introduced. The summary of that version is repeated here.) Returns to the Senate specified bills, including the Senate amendment to H.R. 5875 (Emergency Border Security Supplemental Appropriations Act, 2010), because, in the opinion of the House of Representatives, they contravene the Constitution and infringe upon the privileges of the House.
